He means something like that... If you short a link you get a link like shorte.st/linkcode
adfly and other shortener offers multiple domain names, like somethingelse.com/linkcode, but it is still a shortened link by shorte.st.
This is useful because some services blocks shorte.st links and this can be avoided with this.
